The User Count determines the number of concurrent users who may use the
system at the same time. For example, a 5-User system could have 10 (or more)
different users set up but only the System Administrator plus 4 other users (for
a total of 5) may use the system at the same time.
Source code applies at the system level. If any modules have Source code then
all modules must have Source code.
